REQUIREMENTS:

1. Cum Laude undergraduate

2. Year of graduation: 2000 up to now (as stated in undergraduate diploma)

3. Applicants are not being awarded any scholarships from other programs / institutions at present time Applicants have not received any graduate or postgraduate diplomas from program/institutions


4. Financially incapable by attaching:

- Statement letter that applicant is financially incapable, issued by the head of neighborhood association (RT/RW) and acknowledged by the nearest authority (Lurah)

- Statement letter of salary issued by parent's employer. Applicant whose parents run a private enterprise or alike must attach a statement letter of income issued by the head of neighborhood association (RT/RW) and acknowledged by the nearest authority (Lurah)

5. Paying administration fee at amount of IDR 300,000, paid or transferred to MMGMU account in Bank BNI UGM Cabang UGM Bulaksumur, Yogyakarta; no. 0039227019(copy of note of transferred fund must be attached to application forms or sent by facsimile as confirmation)

6. Filling up application form with attachments:
- Copy of legalized undergraduate diploma and academic transcript, 2 (two) copies at each. - Applicant who has passed the graduation exam but has not received her/his diploma are allowed to attach statement letter of graduation and academic transcript,
- Recent photograph (3x4, 4 sheet),
- Copy of valid Residency Card (KTP)
- Copy of Domestic Card (Kartu Keluarga),
- Copy of any certificates of accomplishment received,
- Reference letter from lecturer/academic advisor/thesis advisor (for fresh graduates), or from supervisor (for working applicants). Reference letter forms are available at MMGMU.

7. Attend and pass written test conducted in MMGMU Yogyakarta campus. Applicants who already posses the Test of Potential Academic Score from Board of National Development Planning (Bappenas) with minimum score 550, and/or International/Institutional TOEFL Score at least of 525 (paper-based) or 197 (computer-based), or IELTS Score from British Council with minimum score 6.0, are advised to attach those scores to application forms. Validation period for those scores is not more than 2 years from the time those tests were conducted.
Attend and pass interview test.

- Scholarships will be granted to cover tuition fee for Regular Class in MMGMU Yogyakarta campus.

- Administration fee, books expenses, thesis expenses, cost of living and other expenses are excluded.

Leadership and Public Policy

As the countries in Southeast Asia and Asia enter a new phase of their continued development, the concerns of policy-makers will range over a wide spectrum of policy issues which touch on common problems that are unique to countries in the region. These problems include those related to urbanization and transport, national health and welfare issues and, even broader in impact, environmental and public health concerns which cross national boundaries. These problems would, by themselves, be sufficiently daunting for most governments but, in the regional context, religious, ethnic, historical and political variables add to the complexity of governance.


Charting public policy within these varied settings and meeting the demands and expectations of different constituents- national and international - require rather special public servants who are trained to look at the issues from the vantage points of several disciplines. In response to this, the Lee Kuan Yew School of Public Policy, National University of Singapore (NUS) offers a Master in Public Policy (MPP) programme to train public servants who will play an active role in meeting the challenges facing developing, transitional and newly industrialized economies. The MPP programme provides the appropriate knowledge and training to enable students to adopt a multi-disciplinary approach to the development and implementation of policy alternatives.


Regional and International Collaboration in Education

In offering the MPP programme, the Lee Kuan Yew School of Public Policy sees itself as a part of the educational framework supporting the development of the region. The Scholarships offered to deserving students also greatly facilitate the participation of current and future policy-makers from the region.

The MPP programme seeks not only to provide a strong curriculum that develops the traditional theories and tools in public policy analysis, but also to anchor the programme in the Asian context. For this reason, the courses and the case studies used in the programme reflect this interest in the region. Indeed, the MPP programme’s regional focus represents a real comparative advantage relative to other such programmes.

To ensure that the best possible curriculum is offered, public policy programmes
offered by many other institutions were examined. Of these, the one offered by Harvard University was considered the most appropriate model for the development of a South east Asian and Asian counterpart. A formal arrangement of co-operation with Harvard was established in 1991 and the result is a unique programme which combines the analytical rigour and foundations of Western public policy programmes with the institutional setting, societal context and special needs of this region.


ACADEMIC PROGRAMME


Requirements

The Master in Public Policy programme is course-work based and requires:

* 3 semesters (over 17 months) of full-time study; and
* Successful completion of 14 units of coursework (9 core units and 5 electives)

The Executive Committee for Graduate Studies may require a candidate to withdraw from the course of study for the degree of Master in Public Policy if, in the Committee’s opinion, the candidate’s progress has not reached a satisfactory level of proficiency.

A candidate must have obtained an average of B- (minimum CAP of 3.00) at the end of the course of study before he can be considered for award of the degree of Master in Public Policy. In the case of a candidate who has completed more than the stipulated number of modules required, the calculation of the average will be based on all the modules sat for.

A candidate who fails in a core module must retake and pass the examination in that core module in a subsequent semester. A candidate who fails in an elective module may, subject to approval of the Director of the Lee Kuan Yew School of Public Policy, retake the module or choose an alternative module and pass the examination in the module in a subsequent semester.

A candidate who fails in a module in a second attempt or fails in more than two modules throughout the course of study will be required to terminate his candidature.

PROGRAMME FEATURES


Class Environment

Each MPP class is made up of students from different countries in the Asia-Pacific region. The knowledge and diverse experiences the students bring to the programme are very rich learning resources. In the classroom, students will be asked to share their individual experiences so that comparisons across countries can be made and different perspectives considered. The class is kept relatively small to generate maximum exchange and discussion in the classroom. Students are encouraged to meet in small study groups which provide an excellent opportunity to compare and discuss case analyses and recommendations in an informal setting.

Students also attend talks, discussions and seminars with experts in various fields. These extra-curricular opportunities generate an environment which permits a free exchange of ideas and which provides further insights into organizational structures and current world situations.

All the graduates of the Lee Kuan Yew School of Public Policy will be part of an international alumni. In the future, such links and contacts will prove significant in promoting support for further development, co-operation and stability in the region.


Problem Based Learning and the Case Method

Real world problems with their inherent complexities defy text-book solutions. At the Lee Kuan Yew School of Public Policy, our students are not only taught theoretical frameworks but are also presented with real world problems which they face in their professional practice. The School’s focus on a Problem-Based Learning pedagogic approach tests the students’ knowledge base as well as their problem solving skills as they seek solutions to real world problems.

An important tool for Problem-Based Learning is the case method where faculty act as facilitators. The problems presented in classes could be case studies or situations that mirror circumstances in the real world. Typically, the concepts covered would span different disciplines. These scenarios convey the challenges faced by government officials and other professionals, and the problems and responsibilities typical of a particular role or institution.

The diverse backgrounds of our students in each classroom are a valuable asset in Problem-Based Learning. This method taps on the diversity and expertise of members in contextualizing the problem at hand, seeing the problem from a multi-disciplinary perspective, identifying information requirements and deriving hypotheses to seek alternative solutions to a problem. It requires students to learn by doing and develops in them higher order thinking, teamwork and effective communication.


Speaker Series

Talks, discussions and seminars form an integral part of learning at the Programme. They provide opportunities for free exchange of ideas and a platform for discussion of real world issues, giving useful insights into real world policy-making processes, organisational structures and current world situations. The speakers, policy-makers and practitioners in the field of public policy include Singapore Government Ministers; senior public sector officials; senior NGO officials, and government consultants and advisors. Eminent regional leaders are also invited to give students breadth in their exposure to policy-making environments.


Executive Programmes

Executive Programmes, covering a range of topics, are the Lee Kuan Yew School of Public Policy’s contribution to the continued professional training of leaders in the public and private sectors, and non-governmental organisations. They are targeted specifically at the busy executives who wish to update themselves on state of the art developments in specific areas of knowledge and skills. As the Executive Programmes, usually lasting one week, are attended by local and international participants who hold leadership positions in their organisations, they afford great opportunities for networking. These Executive Programmes are integral to the established curriculum. They are jointly run with renowned institutions.

[Thailand] MBA Scholarships for international students

MBA Scholarships for international students

Asian University offers graduate scholarships to qualified full-time MBA students. Two scholarships per country are available for students.

In the past, Asian students have gone overseas in order to study and gain experience at western Universities. However, now with the spread of globalisation and the observation that Asia holds many of the world's fastest growing economies, students from Western and other countries are increasingly coming to Asia for valuable experience.


We offer an International standard MBA programme with an Asian Experience that is designed to give students an understanding of Asian cultures, including their values and business practices. This is offered to successful scholarship candidates at one half the normal tuition fee or for a total cost of less than Euro 10,000 for the 18 month programme.

Students successfully completing the MBA programme should expect to have much of the basic understanding and many of the skills necessary for a competitive advantage (compared with those studying MBAs in their home countries) in future contacts with the peoples of Asia.

[The normal tuition fee is 450,000 Thai Baht to which 150,000 Thai Baht should be added for basic living costs. Therefore, the programme costs 600,000 Thai Baht or 375,000 Thai Baht for holders of the scholarships. Note that in early 2005, there are approximately 50 Thai Baht to the Euro (and 40 Baht to the US$). Thus, the cost to scholarship holders is significantly less than Euro 10,000.]

Scholarship Requirements

* Sound undergraduate study performance (GPA>3.25 or equivalent) from a reputable institution
* Acceptable English language skills (TOEFL 550, IELTS 6.0 or above)
* Solid commitment to and motivation for post-graduate study
* Work experience is also considered in the selection process.

Scholarships are reviewed each semester. The maximum duration of each MBA scholarship is the four semesters of the programme. To remain eligible, scholarship students must each maintain a cumulative GPA of 3.5 or higher.

Download and complete the programme application form. Post the form with the required enclosures and a cover letter clearly stating application for an EU scholarship to the University with a banker's draft/cashier's check for Euro 25 or US$20. Short listed scholars will be contacted both by the University and by our EU representative in Austria.

ADMISSIONS

Admissions Policy
The objective of the MPP programme's admissions policy is to select a diverse group of students who have not only outstanding academic ability but also the potential for career growth and who are committed to public service. The selection procedures are stringent as the programme is an intensive professional course of study leading to positions of responsibility.

Candidates accepted into the programme will normally be older than the average graduate student. Although those with less experience will be considered, the MPP candidate preferably should have at least two years' experience in a public service environment.

Graduates of the programme are likely to pursue careers with national, regional or international governments; nonprofit organisations; the media; public sector planning firms; international corporations; and other agencies devoted to the public interest.

Criteria for Selection

Professional Merit - Demonstrated by employment history, professional direction, maturity and potential for career growth through recommendations.

Intellectual Distinction - Demonstrated by prior academic achievement, recommendations, analytic training and examples of written work.

Personal Character and Leadership Capabilities - Demonstrated by prior achievements in extracurricular, civic or community activities and employment history through recommendations.

Admission Requirements

Applicants seeking admission to the course for the degree of Master in Public Policy must have:

* a good honours degree (at least second class honours or equivalent) from a recognised university or exceptionally, a good bachelor's degree; and
- at least two years of relevant working experience; or

* such other qualifications and experience as the NUS Senate may approve.

Applicants should preferably have a good background in economics and mathematics.

Note: These minimum requirements do not imply immediate acceptance into the Programme. Also, if a candidate does not perform to the satisfaction of the MPP programme according to the statutes and regulations laid down by NUS, he or she may be asked to leave the programme.

English Language Proficiency

Applicants whose academic background and medium of undergraduate instruction is not English must furnish proof of competence in the English language. The Test of English as a Foreign Language (TOEFL) and the test under the International English Language Testing System (IELTS) offered by the British Council are the only tests recognised for English competency in this regard. The score for admitted applicants is at least 580 for TOEFL and 6.5 for IELTS.

Applicants should contact the United States Information Services or British Council in their country to get information on how to register for the examination. TOEFL or IELTS results must be sent directly to the Programme by the examining body. If an applicant has taken the TOEFL or IELTS not more than three years ago, a certified copy of that score may be submitted.

The TOEFL institutional code for the Faculty of Arts and Social Sciences, National University of Singapore is 9081 and the department code for Public Administration is (Policy) is 94.


SCHOLARSHIPS


Basic Requirements

In order to qualify for the following scholarships, applicants must also be enrolled as candidates for the Master in Public Policy programme, conducted by the National University of Singapore.

Applicants must also have good academic and professional records, and careers which lie in public service.

Not all the awards will be made unless there are candidates of sufficient merit.

Scholars may not concurrently hold any other scholarship, fellowship or award without the prior approval of the University Senate.

There is no bond or obligation for the scholar to be employed by NUS or in Singapore.

Temasek / APEC Scholarship

The Temasek / APEC Scholarships are currently being offered by the National University of Singapore and are available annually. The Temasek Scholarships are available to nationals or permanent residents of member countries of ASEAN (except Singapore) and other Southeast Asian nations. The APEC Scholarships are available to nationals or permanent residents of the following member APEC economies (except Singapore): Australia; Brunei Darussalam; Canada; Chile; People’s Republic of China; Hong Kong, China; Indonesia; Japan; Republic of Korea; Malaysia; Mexico; New Zealand; Papua New Guinea; Peru; Republic of the Philippines; Russia; Chinese Taipei; Thailand; United States of America and Vietnam.

Each Temasek / APEC Scholarship will provide for the following expenses:

I. A monthly allowance of S$1350

The award is initially for an academic year (2 semesters), but may be extended on a semester basis, subject to the scholar's performance during the previous semesters. It is compulsory for applicants of the ASEAN Graduate Scholarships to submit TOEFL / IELTS scores.

Each NUS Graduate Scholarship for ASEAN Nations will provide for the following:

I. A monthly stipend of S$1,350 throughout the period of the award
II. A one-time book allowance of S$500
III. Tuition, health insurance, examination and other approved fees
IV. Cost of travel from home country to Singapore on award of the scholarship
V. Cost of travel from Singapore to home country on successful completion of the Master in Public Policy programme

Asian Development Bank (ADB)-Japan Scholarship Program (JSP)

The Asian Development Bank (ADB)-Japan Scholarship Program (JSP) was established in April 1988 with financing from the Government of Japan. It aims to provide an opportunity for well-qualified citizens of ADB's developing member countries to pursue postgraduate studies in economics, management, science and technology, and other development-related fields at participating academic institutions in the Asian and Pacific Region. Upon completion of their study programs, scholars are expected to contribute to the economic and social development of their home countries.

III. Book Allowance of S$250 per regular semester

Lodging an application

Feedback concerning unsuccessful applications
Feedback will not be provided as to why applicants were not selected. Each year the number of well qualified applicants greatly outnumbers the scholarships available. Final selection and the procedures to achieve this selection are at the discretion of the selection panel and DEST and no correspondence will be entered into.

Selection Criteria
In evaluating applications, the following criteria will be applied:
* a record of high-level academic achievement in the applicant’s chosen field of study;
* a well defined study or research programme, or a well thought out proposal for professional development;
* a proposal that, ideally, is relevant to the needs and interests of Australia and the applicant’s home country;
* demonstrated progress towards receiving admission or affiliation with an Australian higher education institution;
* the applicant’s potential to participate at a high level in the academic or wider community in his/her home country on return from Australia; and
* the potential for ongoing collaboration with Australia in his/her field of expertise on returning home.

Selection process
Applications are first reviewed to determine whether they meet the eligibility requirements. A selection panel will be formed to consider eligible applications and make its recommendations to DEST for final approval.

Conditions of awards
Certain conditions and limitations apply to the awards, which must be observed by all award holders. They are outlined below.
* Award holders must undertake:
- degree studies for an Australian masters by research or coursework; or
- an Australian doctorate degree; or
- research in Australia towards a masters degree in the award holder's home country; or
- research in Australia towards a doctorate degree in the award holder’s home country.
* Awards must be taken up in the academic year following selection. Awards cannot be deferred.
* It is the responsibility of award holders to confirm enrolment or affiliation with the host institution. An award is conditional upon gaining entry to an Australian higher education institution.
* Award holders are required to undertake a medical examination to satisfy health requirements for the issue of a visa for entry into Australia.
* Award holders are required to maintain Overseas Student Health Cover (OSHC) while in Australia to satisfy requirements for the issue of a visa for entry into Australia.
* Should an award holder be prevented for any reason from taking up their award within a reasonable timeframe, DEST may, at its absolute discretion, withdraw the offer of an award.
* It is the responsibility of successful candidates to apply for and satisfy the requirements for the issue of an appropriate entry visa to Australia. The offer of an award does not guarantee the granting of a visa.
* Award holders must follow the approved programme and abide by the rules of the host institution.
* Award holders are expected to reside in Australia throughout the award period and to seek prior approval for any overseas visits from both the host institution and Scholarships Administrator (the contractor appointed by DEST to administer the award programme).
* Any changes to the successful candidate’s programme or itinerary must have the prior approval of Scholarships Administrator (the contractor appointed by DEST to administer the award programme).
* The host institution will notify Scholarships Administrator (the contractor appointed by DEST to administer the award programme) of any circumstances, which could lead to the suspension of an award. Stipends are not payable during suspensions, including suspension due to illness.
* The award may be terminated at any time for misconduct, for breaches of the conditions of the award, or for failure to make satisfactory academic progress. Academic progress will be assessed against academic reports provided by the host institution and the programme outlined in the award holder’s application.
* Award holders are expected to return to their home country at the completion of their study/research programme in Australia.

Holding other scholarships
Award holders are permitted to hold other scholarships, including the Endeavour International Postgraduate Research Scholarships (IPRS). It is the responsibility of award holders to check the conditions placed on other scholarships that they may be offered, before accepting those awards.

[Singapore] SIF INTERNATIONAL STUDENT SYMPOSIUM 2005

UNIVERSITY STUDENTS TO ATTEND THE SIF INTERNATIONAL STUDENT SYMPOSIUM 2005

We are writing on behalf of the Singapore International Foundation (SIF).

Each year, SIF hosts the International Student Symposium (ISS), bringing together 600 students comprising of Singaporeans studying in local tertiary institutions, Singaporeans studying overseas, foreign students studying in Singapore and student delegations from ASEAN universities. The Symposium seeks to facilitate multilateral dialogue and foster mutual understanding on issues of common concern in Singapore, the region and the world. At the same time, it actively engages Singaporean students at home and abroad, strengthening their ties to Singapore. It helps to further integrate foreign students into our society, and fosters friendships across cultural boundaries by networking young leaders: vibrant people-to-people interaction that forms the core of SIF's mission and vision to support Singapore's globalisation efforts through international networking and volunteerism programmes.

The theme for ISS 2005 is The Asian Century: Possibility or Pipe Dream?

The Symposium will be held over one and a half days, 4 - 5 August 2005, at the Grand Copthorne Waterfront Hotel, Singapore, with a programme that will include a keynote address; plenary and discussion sessions conducted by eminent representatives of local and regional think tanks, business and government; and a presentation by a distinguished foreign guest speaker.

We are pleased to offer 7 awards to Indonesia from 6 universities below to receive a cash award of S$400 that will be paid to them upon registration at the Symposium:

We are looking for ASEAN students currently doing their undergraduate or honours courses. Besides having an interest in regional affairs, the applicant should also have reasonably good academic results, an active campus life and be fluent in English. Short-listed applicants will be notified to come for an interview conducted by the country alumni. Local accommodation to attend the Symposium will be provided by SIF. This is likely to take the form of a home-stay with a Singaporean family or boarding at a youth hostel.

The ERCIM Fellowship Programme

The Fellowships are available for PhD holders from all over the world.



Duration


Fellowships are generally of 18 month duration, spent in two of the ERCIM institutes. In particular cases a fellowship might be of 9 month duration spent in one insitute.


How to Apply?

Only online applications are accepted. Details will be explained on the Application Form. Next deadline for applications: 30 September 2005.



Disciplines

The programme focuses on topics defined by the ERCIM working groups and projects administrated by ERCIM from which you can choose on the Application Form. In addition, applications are also welcome for other areas in which ERCIM institutes are active. (see scientific fields of competence).



Where are the Fellows hosted?

Only ERCIM members can host fellows. For information about the possible hosting institutes, see "ERCIM institutes" and follow the links to the homepages of the individual members, or contact the national contact for the ERCIM Fellowship Programme for a specific insitute. When an ERCIM member is a consortium (such as AARIT, CRCIM, SARIT, SpaRCIM, Irish Universities Consortium) the hosting institute might be any of the consortium's members.

When an ERCIM Member is a funding organisation (FNR for Luxembourg; FWO/FNRS for Belgium), the hosting institute might be any of their affiliates.Fellowships are proposed according to the needs of the member institutes and the available funding.

Conditions:
  • have a PhD degree or be in the last year of the thesis work with an outstanding academic record
  • be fluent in English
  • be discharged or get deferment from military service
  • start the grant before January 2006
  • have completed their PhD before starting the grant (a proof will be requested).
We encourage not only researchers from academic institutions to apply, but also scientists working in industry.

In order to encourage mobility:
  • a member institute will not be eligible to host a candidate of the same nationality.
  • a candidate cannot be hosted by a member institute, if by the start of the fellowship, he or she has already worked in this institute for a total of 6 months or more, during the last 3 years (after his application).
For the entire period of 18 months, the fellow will receive a monthly allowance which may vary depending on the country. Costs for travelling to and from the institutes will be paid.

Monthly allowance in EURO
The fellow receives a monthly allowance which varies depending on the country. This amount will be transferred to the fellow's personal bank account.

Costs for travelling to and from the institutes
Costs for travelling to and from the host institutions will be reimbursed on the basis of an economic class airplane ticket or first class train ticket. Travel by car will be reimbursed on the basis of a first class train ticket. No moving expenses are allocated.

Participation in scientific conferences
The Fellow is encouraged to attend and to submit papers to scientific conferences during his or her fellowship. ERCIM-EEIG will cover registration costs and travelling expenses up to a maximum sum calculated at a rate of 100 EUROs per month on condition that the fellow has an accepted paper at the conference.

Insurance
The fellow is covered by a personal insurance by EGIDE (except for Switzerland), Centre International des Etudiants et Stagiaires (see http://www.egide.asso.fr/), the cost of which is paid by ERCIM-EEIG . The insurance covers medical transportation costs if needed, payment of a lump sum for invalidity or death, personal liability. Female fellows are informed that all expenses related to pregnancy are not covered by this insurance. The insurance does not cover the fellow's family. The fellow will have to conform strictly to the modalities required by EGIDE to obtain benefit of this insurance.

Funded by the New Zealand Government and administered by Education New Zealand, the New Zealand International Doctoral Research Scholarships are a significant educational opportunity. The scholarships provide financial support for students from designated countries undertaking doctoral degrees by research in New Zealand universities. Scholarships are awarded on the basis of academic merit.

The scholarship programme is about sharing this excellence with the rest of the world, and bringing the best from elsewhere to share their knowledge with New Zealand.

Over the next two years the scholarship programme will be expanded progressively. From 2007, up to 100 doctoral and 100 undergraduate students will be studying under the programme.

Up to 40 scholarships will be awarded for students undertaking doctoral study in the coming academic year.

NZIDR Scholarship entitlements
The average value of the scholarships is approximately NZ$40,000 per year. Scholarships are awarded for three years of full time study for a doctoral degree. The scholarship funding covers:
  • international tuition fees,
  • a monthly living allowance (NZ$1500 per month),
  • a travel allowance (up to NZ$2,000), a health insurance allowance (up to NZ$600),
    and a book and thesis allowance (NZ$800).

Recipients who are travelling to New Zealand in order to take up the scholarship are also entitled to receive an establishment allowance (NZ$500). Please note that funds are not available to support accompanying dependants.

The API Fellowships

The API Fellowships enable public intellectuals in
Asia to pursue intellectual, cultural and professional projects in another Asian country according to one of three predetermined themes.

The API Fellowships are fully funded by The Nippon Foundation.

The Fellowships' primary aims are to promote mutual learning among Asian public intellectuals and contribute to the growth of the wider public spaces in which effective responses to regional needs can be generated.

The API Senior Fellowship and the API Fellowship are open to academics, media professionals, artists, NGO, activists, social workers, public servants and others with moral authority who are working to shape public opinion and influence policy in their societies. The Fellowships will give these intellectual leaders the opportunity to learn what their counterparts are doing in different cultural and ethnic contexts, generate theoretical ideas to cope with social and economic change, and build the intellectual networks of the future.

Within broad themes for the intellectual, cultural, and professional projects determined by the API Executive Committee, Fellows will be required to:

  • Propose and carry out a project of research and/or professional activities in a participating country or countries other than their native country or country of permanent residence;
  • Conduct research and/or professional activities in compliance with the fellowship schedule accepted by the International Selection Committee;
  • Attend the API Workshop to exchange results of their research and/or professional activities with other Fellows;
  • Disseminate their findings and results to a wider audience;
  • Pursue a deeper knowledge of each other, and hence the region.

The themes for research and/or professional activities will be determined and reconsidered periodically in response to social needs by the API Executive Committee. The Themes for the fellowship year 2001-2007 are:

Changing identities and their Social, Historical, and Cultural contexts.

Research and/or professional activities under this theme may include, but are not limited to: the use of historical memory in building regional and national identities; the construction of cultural majorities and minorities; the role of the media and the arts; the dynamics of cultural encounter; the performance of gender, religious, and class roles.

Reflection on the Human Condition and the Search for Social Justice. Research and/or professional activities under this theme may include, but are not limited to: the distribution of political rights; economic and physical security; the management of social change; the marginalization of peripheral populations; human interaction with the environment.

The Current Structure of Globalization and Possible Alternatives. Research and/or professional activities under this theme may include, but are not limited to: the impact of economic integration on states and societies; human and capital migration; the changing role of borders; the meaning of self-reliance; the global marketing of culture; civil society in the era of globalization.

[Australia] AUSTRALIA INDONESIA PARTNERSHIP FOR RECONSTRUCTION AND DEVELOPMENT


Recently IDP Education Australia Ltd was announced as the contractor to manage
the Australian Partnership Scholarships as part of the Australian Government’s Australia Indonesia Partnership for Reconstruction and Development.

There will be 300 scholarships made available for post-graduate study in Australia (Graduate Certificate, Graduate Diploma and Masters) in 2005 and again in 2006. The exciting thing is that Indonesians in possession of a Bachelor from an overseas university or in possession of a Masters from an Indonesian university are eligible to apply.


Eligibility and Approval

Public Sector

APS are offered in two categories: ‘Public Sector’ and ‘Non-Public Sector. Public sector applicants are employees from Government organizations, state universities and state owned enterprises. Their applications must be approved by training or foreign cooperation bureaus (BKLN) of their local or central agencies before being submitted to the Australian Managing Contractor. Public sector candidates from government agencies outside Jakarta may apply directly to the ADS Office with the approval of their relevant Kakanwil or Kadinas. These applications must identify in writing on the application form the agency’s reason for nominating the applicant in terms of the agency’s human resource development needs, the anticipated benefit of the applicant’s proposed study to the agency, a proposed strategy for utilizing the applicant’s knowledge, skills and qualification gained and commitment to adopting the strategy and supporting the applicant. Two thirds of non-targeted awards will be assigned to this category.

Non-public sector

No prior Government approval is required for people applying in the Non-public sector category, and applications are to be submitted directly to the ADS Office. They require, where relevant, the endorsement of the institution or private university in which the applicant is working or studying. Applications are submitted directly to the ADS Office. Applications must identify in writing the anticipated benefit of the applicant’s proposed study to the agency, where relevant, and include, in such cases, a proposed strategy for utilizing the applicant’s knowledge, skills and qualifications. 25% of awards will be assigned to this category. Public servants cannot apply in the Non-Public sector.


Australian Partnership Scholarship Features

Category: Public Sector Private Sector

Eligibility: As in current program Individuals from private education institutions, private sector organisations, NGOs etc (not public servants)

Allocation: 75% - 25%

Geographic Distribution: Across Indonesia

Study Level: 100% Masters, Graduate Diploma or Graduate Certificate

Gender: A target of 50% men & 50% women

Eligibility

Specifically, candidates must:
  • Be applying for courses that fall within the designated fields of study (see below);
  • At the time of application, be no more than 42 years of age;
  • Have a Grade Point Average (GPA) of at least 2.9;
  • Have English language proficiency of at least 5.0 in IELTS (or 500 in institutional TOEFL or 170 in international TOEFL) except for Targeted Scholarships: Public Sector and Other. The IELTS or TOEFL result must be current (a test result obtained in 2004 or 2005 will be considered current);
  • Already hold an undergraduate degree, if applying for a Masters;
  • Answer all relevant questions on the application form; and
  • Be willing and available to undertake full-time (Monday – Friday, 08.00 am – 16.00 pm) English for Academic Purposes (EAP) training in Indonesia prior to studying in Australia, if offered a scholarship.
NB. Individuals who hold a Masters degree from an Indonesian University are eligible to apply for an Australian Partnership Scholarship.


Number of Australian Partnership Scholarship Awards and Length of Awards


In the 2005 APS cycle, up to 300 scholarships are available for commencement in 2006/2007. The scholarships are allocated as follows:
  • 75% of all awards will be offered in the ‘Public Sector’ category;
  • 25% of all awards will be offered in the ‘Non-Public Sector’ category;
  • A target of an equal number of awards to be offered to men and women will be maintained;
  • Scholarships will be offered across the country, with specific promotional efforts in regions outside of Java;
  • 100 percent of awards are at Graduate Diploma, Graduate Certificate and
  • Masters level – both Coursework and Research;

Priority Academic Areas of Study

Candidates must apply to study courses which fall within AIPRD’s priority academic areas. These priority academic areas for study will relate directly to the strategic objectives of the Partnership. An indicative list of the areas for study follows. This list is subject to continuous review through the six monthly PCC process.
