[Japan] Keio University Scholarship for University of Indonesia Students and Academic Staff

I. Purpose of the Scholarship

The purpose of this scholarship is designed to assist University of Indonesia students and academic staff who wish to study in a Keio University graduate level program. After completion of graduate study, recipients are expected to become academic staff members of University of Indonesia (or another institution of higher education in Indonesia) or resume their academic position at University of Indonesia with enhanced academic and professional competence.


II. Scholarship Eligibility

The Scholarship is offered each year to one qualified student or academic staff member of University of Indonesia. The scholarship program encompasses two types: Type A and Type B.
The Type A Program is designed to provide a comprehensive graduate program together with Japanese language education for a qualified student or academic staff member who wishes to obtain a master's or doctoral degree from Keio University.
In the Type B Program, so-called "sandwich program," a qualified faculty member of the University of Indonesia will be able to carry out individual studies and research work at Keio University. In this case, final defense of the dissertation will take place at the University of Indonesia, by which the doctoral degree will be awarded.

Applicants with considerable proficiency in Japanese are desirable for the Type A Program, while a minimum level of Japanese proficiency for managing day-to-day interaction is recommended for Type B Program. Considerable proficiency in English is required for the Type B Program.

Possible applicants are restricted to the formal, ranked list that is provided by the President of University of Indonesia to the Keio University Scholarship Committee. The applicant's area of specialization should fall within the natural and social sciences with emphasis on the fields of Business & Commerce, Economics, Law, Political Science, Science & Technology, and Media and Governance. However, applicants for study in Humanities (Letters and Human Relations) will not be excluded. Regardless of specialization, potential recipients are all expected to have considerable Japanese language proficiency.

III. The Scholarship Period

This program provides a maximum of a three-year scholarship for Type A and a maximum of a two-year scholarship for Type B beginning in April 2005. It is possible, however, that Keio University reserves the right to cancel an individual's scholarship if the recipient does not maintain satisfactory academic progress in the case of Type A.

IV. Scholarship Grant

The scholarship grant for Type A includes these supports and exemptions:
A. Transportation:
Round-trip economy class airfare for the Scholarship recipient.
B. Exemption from the following Tuition and Fees:

1. Preparatory Study Fees
Scholarship recipients are exempt from fees for application, admission, tuition and textbook costs necessary to study in the Japanese Language Program of the Center for Japanese Studies of Keio University, as well as the fees for application, admission, and tuition as a research student in Keio University graduate program.

2. Regular Graduate Study Fee Exemptions
Scholarship recipients are also exempt from fees for application, admission, tuition and other related fees as a regular degree student in Keio University graduate school.
C. Living allowance

1. A living allowance of ¥170,000 per month will be provided during the preparatory study period (the first year at Keio University)
2. A living allowance of ¥180,000 per month will be provided while the recipient is engaged in graduate studies (the second and third years at Keio University)
Note: If a Scholarship recipient is absent from Japan for an entire calendar month, the recipient will not be eligible for that month's living allowance.
D. The recipient will also receive a one-time arrival allowance of ¥170,000.

The scholarship grant for Type B includes these supports and exemptions:
A. Transportation:

Round-trip economy class airfare for the Scholarship recipient.

Additional one-time round-trip economy airfare to collect field information in Indonesia, if it is deemed absolutely necessary for the completion of the scholarship recipient's dissertation.
B. Exemption of tuition and fees:

While the scholarship recipient for Type B will be carrying out studies/research at Keio either as a Research Student (Kenkyusei) of the Graduate School or as Visiting Researcher, he/she is exempt from academic fees (application fee, registration fee, academic guidance fee) for Research Students. There will be no charge for obtaining the status of Visiting Researcher.
C. Living allowance: ¥180,000 per month

Note: If a Scholarship recipient is absent from Japan for an entire calendar month, the recipient will not be eligible for that month's living allowance.
D. The recipient will also receive a one-time arrival allowance of ¥170,000.

V. Application Procedures
All application documents must be received by Keio University no later than October 17, 2005. Applications must be ranked and officially recommended through the President of the University of Indonesia. Applications sent directly by an applicant cannot be accepted and will not be processed.

VI. Selection Procedures

A Keio University Scholarship Committee will determine the Scholarship recipient, based upon the ranked list provided by the President of University of Indonesia. Keio University will inform University of Indonesia of the Committee's decision by December 2005. The Scholarship recipient for Type A should plan to arrive in Tokyo by the end of March 2006 (exact dates to be announced) to prepare for registration in April, while the scholarship recipient for Type B should arrive in Tokyo at an appropriate time convenient for both him/her and his/her Academic Adviser of Keio University.

VII. General Provisions

A. Provisions for the Type A Program

1. To be admitted as a degree student in a graduate school of Keio University, the recipient must pass the entrance examination conducted by the graduate school to which she/he applies.

2. Since many lectures at Keio University are in Japanese, even a scholarship recipient with a considerable level of Japanese competence is strongly urged to study Japanese for one year in the Japanese Language Program of the Center for Japanese Studies at Keio University. The year of intensive language study will both aid the student in preparation for the obligatory entrance examination and improve comprehension of lectures attended during graduate studies. Accordingly, a degree-seeking scholarship recipient is expected to devote the first year to Japanese language study and the remaining two years to specialized graduate studies.

3. A scholarship recipient with exceptional proficiency in Japanese may, of course, apply directly for regular graduate study. In this case, the applicant is obliged to learn about and meet all application procedures necessary for the entrance examination conducted by Keio.

4. When the scholarship recipient fails in the entrance examination, Keio may have to terminate his/her scholarship then.
B. Provisions for the Type B Program

1. Under this scholarship program, the final defense of the dissertation will take place at the University of Indonesia in conjunction with the faculty members of the dissertation committee of the scholarship recipient.

2. Careful coordination between the concerned faculty members of each university will have to be made to successfully carry out this program. Details of specific arrangements need to be worked out between the two universities, should the need arise.

VIII. Housing

The Keio University campus does not have dormitory facilities for students. However, the University will assume responsibility for finding appropriate housing for the first and second year Scholarship recipients. Standard rental fees will be paid by the Scholarship recipients.
